Goose Valley Golf Estate is a collective generic term for the greater estate covering the golf course, and 4 separate housing developments each with its own independent Homeowners Association. These are the Goose Valley Sectional Title Scheme (272 apartments), Turtle Creek Golf Estate (60 freehold houses), Fairway Close Private Estate (13 freehold houses), and Lynnwood Estate (22 freehold houses). These developments have been developed at different times on portions of the original Ganze Valley farm.
Unique Structure
Each Homeowners Association (HOA) elects its own Trustees and the HOA’s are run independently but share most common property rules, and apportioned costs in respect of certain common property infrastructure and security. The Goose Valley HOA owns land comprising 11 fairways, the Golf Club, and all its related building facilities. Turtle Creek HOA owns land comprising 7 fairways and has leased this land on a long-term basis to the GVHOA. The GVHOA has entered into a management agreement with a private entity that manages the golf Club and all its related facilities. This Structure has operated very successfully since 2001. The GVHOA Administration Office in the Clubhouse provides security access tags to all residents on the Estate. The Security staff is employed by GVHOA. Trustees from the four developments serve on a Joint Security Committee.
The Goose Valley HOMEOWNERS’ Association NPC
The GVHOA controls the Goose Valley Sectional Title Schemes and the golf club commercial entity and is a non-profit company (NPC) with a Board of Directors, elected by members of the Goose Valley Body Corporate at the Annual General Meeting (AGM) in December each year. Each Director is responsible for a portfolio, such as Security, Buildings and Grounds, Aesthetics, and Finance. The directors elect a chairman.
There is a Management Agency that advises the Board and assists the board and its staff in ensuring compliance with regulatory requirements. The Management Agency’s appointment is confirmed at each AGM.
The daily operation of the Estate is managed by full-time staff members headed by the Goose Valley General Manager (reporting to the Chairman), who heads a team of people responsible for administration, gardens, maintenance, and security.
Financial Standing
The GVHOA is well managed and financially sound. The General Management team prepares annual budgets which are approved by the Board before being tabled at the AGM for consideration and approval by the Body Corporate. The agreed homeowner levy is then implemented for the ensuing financial year.
The development is complete in every respect and the track record of successive Boards and Management over the years has added tremendous value, ensuring that Goose Valley remains one of the very best residential golf estate investments in South Africa.
Homeowner Levies
The GVHOA monthly levy account includes provision for the following:
- General operational costs of the GVHOA
- All external building maintenance excluding patios and balustrades
- Insurance of buildings and internal fixtures.
- Insurance of GVHOA infrastructural assets (pumps, machinery, etc) and public liability.
- Gardens, grounds, and road maintenance
- Security
- Municipal Basic Electricity charge
- Water consumption
- 2 x annual compulsory golf subscriptions payable monthly
- Carport and/or garage levy
- CSOS Levy (Community Scheme Ombud Service)
The following is not covered by the GVHOA Levy:
- Insurance for homeowner personal effects and movable assets (e.g.furniture)
- Electrical consumption
- Municipal Rates & Taxes
- Maintenance of patios and balustrades
- Hot water geysers
The Other Home Owners' Associations
The freehold development HOA’s operate independently except for their pro-rata contribution to certain common property infrastructure on the greater estate, security costs, and Security Committee (SECOM) representation. Owners at Turtle Creek and Fairway Close are compulsory members of the Goose Valley Golf Club and upon purchasing a property receive two free golf memberships and pay one annual subscription that covers both memberships. They also enjoy the free use of GVHOA’s on-site leisure facilities.
Lynnwood Estate, which is the newest development, is not linked to the Golf Club or has automatic rights to utilise the GVHOA’s on-site leisure facilities. Owners can join Golf Club on a normal external membership basis.
